Sevastova was last year's champion here, beating Goerges 6-4, 3-6, 6-3.
The Latvian also reached the final of the doubles with partner Jelena Jankovic.
She gets her tournament underway against a player she has never beaten. Kuznetsova has won their three previous encounters, all on hard courts, and the most recent of which was in Moscow in 2015.
Garcia was the 2016 champion, lifting the inaugural trophy - and she defeated Sevastova in the final.
The Frenchwoman has won both her previous matches against Hsieh - but they have never before met on grass.
Kostyuk turns 16 at the end of this month - she is the youngest player in the main draw.
