Dominika Cibulkova congratulated Jana Cepelova after a marathon singles victory on Sunday.
Slovakia would end up dominating the singles portion, 3-1, and advancing past Serbia.
Russia and Japan were tied 2-2 before Elena Vesnina and Ekaterina Makarova won the doubles.
Maria Kirilenko edged Kimiko Date-Krumm Saturday in what turned out to be an important point.
The first round tie between the Italians and the Americans really went down to the wire.
Varvara Lepchenko scored the USA's point on Day 1, winning a marathon with Roberta Vinci.
And on Day 2 Lepchenko rose up again, beating Sara Errani to score the USA's second point.
Having cracked the Top 20 last fall, Lepchenko's win over Errani was her first Top 10 victory.
In the end the Italians came out on top though, Errani and Vinci winning the doubles rubber.
Italy will face the Czech Republic in the semifinals, with Russia taking on Slovakia.
