Anastasia Pavlyuchenkova had won all four of the pair's previous meetings and drew from it though.
Pavlyuchenkova rallied from 5-3 down in the first set to beat Suárez Navarro in straights, 75 62.
Pavlyuchenkova's new coach, Martina Hingis, clapped for her pupil from the Centre Court sidelines.
The five-time Grand Slam champion congratulated Pavlyuchenkova for winning her fifth WTA title.
Another five - Spanish No.1 Suárez Navarro fell to a dubious 0-5 career record in WTA finals.
Pavlyuchenkova, on the other hand, is now 5-2 in WTA finals. This was her first clay court title.
Pavlyuchenkova will now head to Madrid - there she will face Victoria Azarenka in the first round.
Kristina Mladenovic and Chan Hao-Ching won their first WTA doubles title together later in the day.
Mladenovic and Chan had won a title before though - the WTA 125K Series stop in Taipei last year.
