Playing in New York for the first time, Camila Giorgi features in her second final of 2019, following her defeat to Jessica Pegula in Washington this month.
The Italian hopes to add to her two career titles, won in 's-Hertogenbosch in 2015 and Linz last year.
Magda Linette also has one previous final this year, winning an ITF event in Manchester in June.
Her previous WTA crown came in Ningo five years ago, when the Pole won a 125k event. She lost the Japan Women's Open final in Tokyo in 2015, going down in three sets to Yanina Wickmayer.
Giorgi has dropped two sets en route to Saturday's final, being taken the distance by Andrea Petkovic in the second round and also top seed Wang Qiang in the semifinal.
Tenth seed Karolína Muchová is the only player to take a set off Linette this week, the Czech winning the opening set in their quarterfinal meeting.
Qualifier Linette has beaten three seeds en route to the final - Aliaksandra Sasnovich (9th seed) in the second round, Muchová (10) in the last eight and Kateřina Siniaková (5) in the semifinal. Top seed Wang was Giorgi's only leading victim.
