Kasatkina was last year's runner-up, losing to Julia Goerges 6-1, 6-2 in the final.
The Russian has also had some doubles success here, winning with partner Elena Vesnina in 2015, and finishing as runner-up alongside Daria Gavrilova in 2016.
Kasatkina and Tsurenko have met twice already this year, and have one win apiece. However, the Russian got the victory when they played on a hard court in Wuhan, 6-4, 7-5; the Ukrainian ended on top on grass in Birmingham, 1-6, 6-3, 6-3.
Pavlyuchenkova is a former winner here, lifting the trophy in 2014 when she beat Irina-Camelia Begu 6-4, 5-7, 6-1.
Vera Zvonareva is in qualifying today, but was runner-up in 2008 when she lost 6-2, 6-4 to Jelena Jankovic in the final.
