Jessica Pegula has won two of her three previous encounters with Camila Giorgi, winning in Lutz in 2011 and Innisbrook the following year, either side of Giorgi's 2011 win on the Carson hardcourt.
Three of the last five Citi Open finals have gone to three sets.
Pegula hopes to become only the second home winner of the tournament, following Sloane Stephens' success four years ago. An Italian has never triumphed here.
Making her fourth main draw appearance here, Giorgi is contesting her first final since winning in Linz last year.
The Italian has won two of her previous six finals, winning at 's-Hertogenbosch in 2015 and Linz three years later.
Giorgi has dropped one set en route to Sunday's final, while Pegula was taken the distance in both the second round and the semifinal. The American overcome one seed - Katerina Siniakova, in her opener.
Pegula is making her third appearance at the tournament, and is playing in her first final (having also made the last four three years ago).
